However, a Sec. 106 Agreement is attached to the planning consents stating that once Reserved Matters planning consent has been approved and all conditions associated with the Listed Building consent have been discharged the submission of a Viability Assessment including phasing plan is required. This is to ensure the delivery of the former mill element of the scheme in conjunction with the new build element.
